anchor behavior

Hi all.

I am embedding html fragments generated from 3rd party.

If my current page is www.test.com/news/test-page

<a href="#top">Top of page</a>

 is pointing to www.test.com/#top instead of www.test.com/news/test-page/#top.

Is there anyway to change this behavior?
